Newt Gingrich and Rick Santorum led the effort to make the states create non-custodial parents and lock-up poor fathers. Title IV-D was modified to say that ALL mothers who are on welfare who could possibly ever be on welfare are to get tax payer provided Child Support enforcement. Those mothers who are on welfare where to have their child support orders turned over to the state to enforce with encarceration and confescation of property their tools to enforce bloated income sharing support orders.
